Brown the ground beef in a skillet, adding the chopped green and red bell peppers, onion, and a pinch of salt and pepper. Cook until the beef is browned and vegetables are soft. Drain excess fat.
In a small bowl, mix together the ketchup, Worcestershire sauce, brown sugar, and onion powder. Stir well and add to the beef mixture, cooking for a few minutes until the sauce thickens.
In a saucepan, melt the shredded cheddar cheese, milk, and butter over low heat until smooth to make the cheese sauce.
Lay out the tortillas and spoon a generous amount of the sloppy joe mixture in the center of each. Top with a spoonful of cheese sauce.
Roll the tortillas into burritos, folding in the sides as you roll.
Heat oil in a skillet over medium heat. Fry the burritos seam-side down, about 1-2 minutes per side, until golden brown.
Sprinkle with extra shredded cheddar cheese and serve warm.
